Legals have turf siege hud while they are not turfing

Current Behaviour:
Driving into an active turf siege between GA and AAA shows the siege HUD for legals also. I suppose it's because the turf is takeable for legals also.

Expected Behaviour:
Siege HUD should only be visible if legals are attacking/defending the siege.

Steps to Reproduce:

1. GA or AAA starts the siege on OD turf.
2. Legal members see the siege hud and mg the turf.
