making custom plate item better

Suggestion:

• The custom plate should be an item, similar to house and vehicle claims, and transferable via /give and /sell.
• Usage: /customplate <name> - must be used while the player is seated in the driver seat of the vehicle they wish to change the plate on.
• Submitting the command sends a request to all online managers and above; any managers who are offline receive a notification upon their next login if the request has not be handled.
• Requests remain persistent and are never deleted unless explicitly marked as complete by a manager; managers must run a command to either approve or deny a request, similar to how senior admins handle house claims.
• The command remains available regardless of whether a manager is online; if no manager is present, the request is held in queue and a notification is sent to alert them.
