Add support to /mdc offline players

Suggestion:
Criteria for who can do /mdc, when and where it can be done should not change and remain as it is.

Support for offline names should be added, e.g. A tier 3 legal faction player when he's near existing /mdc locations or a LEO vehicle should be able to /mdc Offline_Player (placeholder) and check his information or make him wanted.
