/id does not display packetloss

Current Behaviour:
doing /id <name> to a user with packetloss does not display his packetloss

Expected Behaviour:
It should correctly display the percentile of packetloss he's experiencing

Implemented in 10.0.4 and ready for testing.

You can use /version to check if it should be live on the server.

It works now, but it gives a lot of false positives.

Share screenshots showing the /debugpl output together with F5 stats whenever it's wrong, so I can compare.
