Player Pins are not working as intended

Current Behaviour:
Player Pins show up on players who are not your allies, some who aren't even in a faction.

I have player pins OFF for everybody, Cruz is not even in a faction and it displays a green arrow on him - https://files.catbox.moe/5nd5y5.png

I have pins off but the color option is set to Faction Color meaning it should display a blue arrow if I had pins on, but it displays a green arrow on Francis - https://files.catbox.moe/9eg0z1.png

I had pins off, he wasn't in my faction, he wasn't in any faction and he has a green arrow - https://files.catbox.moe/1h8ne1.png

I had pins ON, I was not allied with Khaled but it displays a faction color arrow on him and not on any one else around - https://files.catbox.moe/pvz6z2.png

Expected Behaviour:
They should only show up on your allies with the faction color setting you choose

Steps to Reproduce:
It cannot be consistently reproduced but has been happening for a long time, the pictures I provided date from March 2026 but I've had older instances that I didn't save.
