Improving Weapon License Dynamics on IMRP
Suggestion:
Currently on the server there is a Weapon License system that allows players to purchase weapons from Ammu-Nation. However, in practice this system is creating serious gameplay issues.
Legal factions, especially PD, are actively trying to revoke players’ weapon licenses as much as possible. The problem is that without a weapon license the server becomes extremely frustrating and almost unplayable, especially for players who want to participate in conflicts or defend themselves.
At the same time, PD is also looking for gunfights and more action on the server. But constantly revoking weapon licenses creates the opposite effect: players cannot obtain weapons easily, which reduces the overall gameplay experience.
Proposed Solution
I suggest introducing two new business mechanics or modifying the current Ammu-Nation system.
If an alliance controls the turf where an Ammu-Nation is located, members of that alliance should not be required to have a weapon license to purchase weapons from that Ammu-Nation.
This would:
Encourage alliances to fight for and control strategic locations
Increase turf wars and faction activity
Reduce frustration caused by constant license revocations
Create a risk-reward dynamic for controlling important areas
Players who are not part of the alliance controlling the turf would still need a weapon license as usual.
Balancing for Legal Factions
To balance this system, legal factions should be given more tools to respond:
Allow legal factions to use Hunters, Sparrows, and Tanks when defending or retaking turfs.
Bring back NOOSE as an active support faction.
Currently, NOOSE appears to be inactive and mostly occupied by old admin alt accounts or inactive players. Instead, it should be run by active legal players who can support SAPD and SASF during large conflicts and turf operations.
I believe the Head of Legal (HOL) and server management can determine the exact balance and implementation, but the main goal should be to improve server dynamics and make gameplay more engaging for everyone.
Who benefits:
This system would:
Create more dynamic turf wars
Reduce frustration related to weapon licenses
Encourage alliances to fight for territory and legal factions
Give legal factions meaningful tools to respond
Who is hurt:
I cant think of any.

Fantastic, but instead of Legals getting to use tanks and hunters, or in short special vehicles, there should be another type of advantage given. Few suggestion are:
Im not sure tho about allowing legal factions to use tanks hunters but in my opinion NOOSE should definitely run by active players who want to contribute to legal side which will lead extra active snipers to legal side support them at the turf
Additionally even tho turf is captured by illegal factions PD can attempt to raid the business same as illegal factions attempt to rob businesses
