Ability to rent out vehicles to others for long-term

Suggestion:
Being able to rent any vehicles (e.g. Patriot) for long-term - 1 month to 1 year let's say or whatever you put as number of days. It's very sad how you cant really spawn the car after others have given you dupekeys, and such or similar possibility never existed in the server. Now I'm thinking of possibility to have it to someone for X amount of time for X amount of money.

How would this be done? I'd assume better is to go to City Hall and sign a notarial document which can be obtained for say $250,000 and then you choose what car you want to rent out to the person and then the receiver gets the offer if they want to sign together with the price of the document. Once he signs it he may spawn it anytime he like regardless if the owner is in-game, meanwhile owner will continue having it as a vehicle but can't spawn/despawn it, because they have already rented it out to smb else and received the money.

This vehicle will show the name of the real owner but also shows that the current driver is the current person who has the right to drive/spawn. This person can't sell this car and once amount of rented time passes the car will again be in full ownership of that car (meaning owner had it even before but now can spawn it back and have it only for himself).

If they want to cease this agreement they need to pay the cancellation free which must be higher to avoid trolls and avoid those times where owner begs to have the car back to himself. I would assume they will need to pay $5-10m. The person who has rented the car is not entitled to return back by any means whatsoever but if they make the agreement this is the price they have to pay.

It should go both ways (I believe) faction> person or person to faction or person to person.

Who benefits:
For example a new faction might not have full money to pay 4-5 B for a Patriot, and may dedice to rent it for half a year for 500m/1 B or whatever until they have money to buy it themselves if they like. Instead of making it like usual way "To have the vehicle only when the person is in-game" or "sell it to someone with the OOC promise to have it back after amount of time" better to have it legalized this way and possible by script.

Avoids scams also.
Good business idea to rent-out the asset you currently have.
More money for government too?
