Rental vehicles refuel system
Suggestion:
This was already implemented before, not sure why it was removed and replaced with a new system again. The original idea was that every time rental vehicles respawn, they'll have 100% fuel upon the respawn. It made complete sense as well, right now, especially with air vehicles, more than half the time as someone who is mostly playing on air, I'm just camping at the refuel stations on airport, it ruins the fun of the game. At-least allow us this one opportunity to not be staring at the "LOW FUEL" text shortly after we enter the rented vehicles.
Who benefits:
As I said above, this was already added before and people were content with it, I'm not sure why it was removed. Just asking that it should be added back.
Who is hurt:
I'm honestly not sure, let people add the downsides to this if they see any.

Not necessarily 100% fuel, but at least around 50% on each respawn would already be a good improvement. Otherwise, refuel points like the airport gas stations would become almost irrelevant.
