Reworking the restocking system for biz and gas stations.

Suggestion:
Right now, the restocking system is pretty dead. If you check /orders today, you’ll see a bunch of pending requests that just sit there for ages because nobody wants to touch them. The income is way too low for the effort involved driving those slow trucks over long distances is a total hassle, and most players would rather do other jobs that pay better for less work.

Another big issue is that even when players do clear out the /orders list, they have to wait a long time for a new order to appear. You finish the work, and then there's nothing left to do because you're just waiting on an owner to log in and manually place a request. It kills the momentum and makes people lose interest in restocking as a consistent job.
To fix this, we should have a system where a business automatically sends out a restock request once it hits a certain threshold, like 5% or 10%. These would be labeled as an Emergency Restock. To actually get players interested in driving those trucks, these Emergency Restocks should pay a much higher rate than the standard price. This creates a two-tier system: owners can still place manual orders at the default price if they want to save cash, but the automatic Emergency Restock ensures there’s a constant flow of high paying jobs on the board so restockers aren't just sitting around waiting.

One of the biggest issues with the current system for both businesses and gas stations is that when stock hits 0%, players can still buy items or refuel, but the owner gets absolutely nothing from the sale. The business basically runs for free while the owner loses out on all that profit. With this new system, the shop or station stays stocked and open 100% of the time. Even if the owner pays a bit more for an Emergency Restock, it’s way better than the current situation where they make $0. It ensures the owner is actually getting paid for every single sale and every litre of gas sold.

Gas stations definitely need to be brought into this too. They should be added to the regular /orders system so they’re easy to track. Most people don't even know how to restock them right now, but if we use the same threshold and Emergency Restock payouts, we’ll never have the current situation where players can refuel for free while owners get no money. And maybe make players use a tanker instead of a flatbed for a more realistic rp scenario.

Overall, this is a huge improvement for everyone. Owners don't have to worry about losing their profits to 0% stock, and restockers finally have a reason to get back on the road for some decent money and it also make the server feels much alive.

Benefits everyone and the server will feel more active/ alive

Who is hurt:
Biz owners will have to pay a bit more for automatic restocking. (But they will earn more in the long run)
