Suggestion:
Timeouts should be somewhat lenient. If a player crashes or loses connection, a grace period of 90 seconds or so should be granted. If the player doesn’t reconnect within 90 seconds, an NPC should be spawned at their previous location after the timeout. BUT IF the player does return, no NPC should be spawned (and a message should be sent to both war paricipants maybe; about the NPC spawning cus of timeout)

I agree with this suggestion. An average time to login back into the game should be considered when deciding for the amount of time to allow as the grace period whilst also keeping in mind to not give TOO much time to log back in.
1 BIG question that I have AGAINST this suggestion is how the abusers will be dealt with as it's quite easy to force crash, instantly relog and not spawn an NPC, completely avoiding the death and consequences. In these scenarios, it's just gonna be cancerous situations for admins where 1 side would say he forced a crash and the other side would say the crash was unintentional, go back and forth for years and just lead to more reports.
If there could possibly be a way to deal with those kinds of situations, I would say this is a good suggestion; but if not, unfortunately I'd say this suggestion would rather not get implemented.
Great suggestion! game changer
Yeah, game changer for players who know how to force crash (which is basically everybody on the server). It is practically impossible to distinguish between a legit disconnect and a fake one, and which will result in more confusion = more reports. The system is fine as it is, Vincenzo mentioned it being implemented to reduce the workload for admins, this is true.
Change the time from 90 seconds to 30 seconds and it should be good, great suggestion overall !!

The main purpose of spawning NPCs after a player disconnects was to reduce the workload on admins dealing with reports of players quitting to avoid death, same approach was taken with the KFC slide animation to minimize such reports, this system can be abused especially during wars. For example, players who get rammed by either allied or enemy factions may disconnect to avoid a suicide death. This is particularly relevant for snipers who are positioned on top of a building or something. As Renji also pointed out, some players might even force a crash to avoid dying.
