Car unimpounding shouldn't repark the car to the same spot
Suggestion:
Someone changed car unimpounding so that you don't need to manually repark it again after unimpounding it, making it pointless to impound vehicles.
For example; buses parked sideways fully blocking a road, LEOs use their time to manually go impound them one by one with a towtruck, the owner pays a small fee of 50k and the buses spawn right back in the middle of the road without even needing to put the effort of driving it back there.
Who benefits:
It benefits every player who is annoyed by vehicles being parked in the middle of the road for blocking purposes, especially LEOs since their work won't be completely pointless with towing them to impound lot.
Who is hurt:
The ones hurt by this are the ones who parks the cars in the middle of the road, making a nuisance for every other player.

Disable the auto-parking at the old spawn location or allow LEA's to choose whether or not the vehicle is un-impounded at the spawn location with the default being that they do go back to their spawn location. When it comes to clear violations of the penal code or repeated violations, we can choose to make it un-impound and show up at the impound lot.
