Free sumo event doesnt end if no players

Current Behaviour:
Pretty clear via the title, the free sumo doesn't end if there's no players that join it. It should maybe end after 5 to 10-ish minutes of being vacant. Just to open up the ability to start events without admins having to forcefully stop it

Expected Behaviour:
It ends after 5 to 10 minutes

Steps to Reproduce:

1. Wait for paytime
2. Let sumo start - don't join
3. Watch it not end until someone joins/admin force stops it
