Wanted List (/wlist) managing authority

Suggestion:
Basically as we all know right now we need a T1/T0 to remove someone from the wanted list after they have been arrested, my suggestion is simple, we need to add a F-Authority so that Tier 2 members are able to do the same.

If possible there can be a command to edit the wanted list entry, so its easier to keep the wanted list clean, for example someone is already on the list for XYZ crime and he gives another advertisement regarding sale for any illegal substance we can simply edit the already existing Wanted list entry by the ID which is already there instead of adding another entry and making the list more chaotic

Who benefits:
It will be useful to avoid double arrests for same wanted list entries, because sometimes when someone from wanted list is caught/arrested Tier 1/0 isn't in game and the wanted list level entry isn't removed due to which some other LEO might go after the same suspect who has already been arrested for that particular crime.

Who is hurt:
Just lil work for the scripters, i highly doubt there is any CON of my suggestion here

the current wanted list system is honestly outdated and not very practical anymore. we’re already looking into replacing it with a new system, so we’d rather focus on building it properly instead of making smaller adjustments

I am sure this would benefit not just LEA but also illegal side as it will help avoid any duplicated arrests for same wanted list entries that were not removed due to any reason by the officer who made the arrest
