Move "Active Faction Leaders" to the Staff & Leadership category

Current Behaviour:
The UCP has an inconsistent section placement where the Faction Leader section, which should appear under Staff & Leadership alongside Active Admins and Helpers, is currently displayed under Job & Professionalism. This misplacement makes the Staff & Leadership section incomplete and causes confusion about the intended structure of the page.

Expected Behaviour:
Active Faction Leaders statistic should be in Staff & Leadership category.
