[Vehicle] Rental vehicles spawn with 15% fuel.

Current Behaviour:
Rental vehicles spawn with 15% fuel.

Expected Behaviour:
Should spawn with 100%

Steps to Reproduce:
Enter random rental veh.

Yes please do or incease to 30 percent

Not a bug, just a feature. In update V9.15.2, Yoran increased the minimum fuel for spawned vehicles from 10% to 15%

Vehicle Changes:
Rental vehicles will now properly have their fuel reset on respawn.

So each time we rent, need refuel the vehicle?.
