HP siege decay.

Suggestion:
Currently, the decay immediately starts when you start an HP siege, even before the defending members regroup and prepare, which makes the attackers capture the turf in about two minutes only. What I suggest is, decay starts after 90 seconds from starting the HP siege, which gives a fair chance to defenders to regroup and defend.

Who benefits:
To improve the new turfing system.

Who is hurt:
None at all.

Turf drains at least 1/3 of its hp by the time defenders reach the turf
